The Florissant sewer lateral program, explained
If your sewer line fails in Florissant, the city may pay for a large part of the repair. Most homeowners have no idea this exists until a plumber mentions it, and by then some have already paid out of pocket for work the program might have covered.

The portion of the lateral inside the house is the homeowner's responsibility. The program does not reach it.

How the process actually runs
It starts with a problem you can document
Repeat backups, a cave-in in the yard, or sewage coming up a floor drain. A hunch is not enough to open a claim.
The city coordinates a dye test with MSD
If the test comes back positive to the public sewer, MSD handles the repair. If it is positive to your private lateral, you may be eligible for the city program.
A televised inspection is required
The city needs camera footage showing the defect before it will approve work. This is the step a plumber performs, and it is not optional.
There is a deposit to apply
Applying to the program carries a deposit, though a positive MSD dye test can change that. Confirm current amounts with the city.
Eligibility has limits
Residential properties up to a small number of units. Commercial, industrial and larger multi-family are excluded.
The city arranges the repair
If approved, the city coordinates excavation and a licensed master plumber or drainlayer for the lateral repair itself.

What this means for you, practically
Three things worth doing in order, if you think your lateral is failing.
First, get the line camera'd. Without footage showing a defect there is no claim and no informed decision — and you want that footage in your hands regardless of who does the repair. Second, contact the City of Florissant Engineering Division before you authorize any excavation, because work done before the process starts is unlikely to be covered. Third, do not let a contractor talk you into an immediate dig on a Saturday. A failing lateral is unpleasant, but it is almost never so urgent that it cannot wait for the city process to begin on Monday. The exception is active sewage in the house, which is a call-now situation regardless of paperwork.

Does the City of Florissant pay for sewer lateral repair?
For qualifying residential properties, the city's lateral program can cover repair of the lateral from about five feet outside the foundation out to the MSD main. The portion inside the home and immediately outside it remains the homeowner's responsibility.
Do I need a camera inspection first?
Yes. The city requires a televised inspection showing the lateral is defective before it will approve a repair. That inspection is performed by a plumber, not by the city.
What is the dye test?
The city coordinates with MSD to determine whether the problem is in the public sewer or your private lateral. If it is public, MSD repairs it. If it is private, you may be eligible for the city program.
Does the program replace my landscaping?
No. Trees, shrubs, sod, decks, concrete, retaining walls and outbuildings damaged during the repair are not covered. The program does restore the excavated area with fill and seed.
Is my rental property eligible?
The program is for residential properties up to a small number of dwelling units. Commercial, industrial and larger multi-family properties are excluded.
